Aquellas viejas cuentas pendientes : las políticas públicas respecto a las bibliotecas de investigación en la Argentina

| Resumen: | La presente ponencia se centra en analizar cuáles son las políticas públicas respecto a las denominadas bibliotecas de investigación, es decir, aquellas que se encuentran bajo la órbita de organismos de ciencia y tecnología, tales como el Consejo Nacional de Investigaciones Científicas y Tecnológicas (CONICET), el Instituto Nacional de Tecnología Agropecuaria (INTA), el Instituto Nacional de Tecnología Industrial (INTI), entre otros dedicados a la generación del conocimiento científico y académico en el país. Se efectúa un recorte de 10 años a la fecha. Asimismo, se elabora un panorama somero sobre las innovaciones que han experimentado y las iniciativas que se han llevado adelante en vistas de estructurar una red o sistema a nivel nacional. ;Se concluye que si bien se dieron algunas políticas en general encabezadas por el Ministerio de Ciencia, Tecnología e Innovación Productiva (MINCyT), no se ha logrado aún estructurar el ansiado sistema, y los intentos que hubo han perecido o han permanecido recortados a ciertos sectores que nuclean a este tipo de bibliotecas. El potencial de las mismas es muy grande, debido al papel esencial que juegan en el entorno de la ciencia y la tecnología, no obstante, aún quedan muchos pilares por fortalecer y, principalmente, la idea de cooperación entre instituciones. This paper focuses on analyzing public policies with respect to the so-called research libraries, that is, those under the orbit of science and technology organizations, such as The National Council for Scientific and Technological Research (CONICET), The National Institute of Agricultural Technology (INTA), The National Institute of Industrial Technology (INTI), among others dedicated to the generation of scientific and academic knowledge in the country. The cut is 10 year up to date. Besides, a brief overview is given of the innovations that have been experienced and the initiatives that have been carried out with a view to structuring a network or system at the national level. ;It is concluded that although some policies have been implemented in general, led by the Ministry of Science, Technology and Productive Innovation (MINCyT), it has not yet been possible to structure the desired system, and the attempts that have been made have perished or have remained limited to certain sectors that bring together this type of library. The potential of these libraries is very great, due to the essential role they play in the environment of science and technology; however there are still many pillars to be strengthened and, mainly, the idea of cooperation between institutions. |
